Position:         Hearing Officer, Stephenson County Building and Zoning Department – Code Hearing Unit

Position Summary:  
A contracted position responsible for presiding over civil code compliance cases filed by Building and Zoning, and other Departments. Must be familiar, or willing and able to become familiar with the Stephenson County Codes and the Laws of the State of Illinois and apply those authorities to cases brought by the various Departments to enforce compliance through Public Hearings

Essential Duties

  • Conduct and preside over public hearings on violations of County Codes and Ordinances.
  • Advise respondents of their rights and obligations.
  • With thorough understanding of hearing officer procedures, make fair and impartial decisions on assigned cases, according to Illinois Statutes, applicable Court Rules, Stephenson County Zoning Code, Building Code, Sanitary Code, Fire Code, and other Statutes and Codes as may be applicable.
  • Appraise factual situations and make appropriate decisions promptly and in accordance with law.
  • Maintain absolute confidentiality of confidential work-related issues, confidential records and restricted information.
  • Perform other related duties as requested by the County Board.

Qualifications

Required Education and Experience:

  • Graduation from an accredited law school.
  • License to practice law in the State of Illinois, or ability to attain license within 6 weeks of hire. 
  • At least three years of experience as a licensed attorney with demonstrated experience in land use, litigation and/or constitutional law practice.
  • At least three years of experience in municipal or public law.
  • At least three years of experience with the Illinois Rules of Civil Procedure in Civil Traffic, Zoning, Building, Nuisance, Truancy, the Freedom of Information Act and other related matters highly desirable.

Knowledge, Skills, And Abilities

  • Demonstrated knowledge of the Counties Code, Zoning, Land Use, Constitutional Law, and Stephenson County ordinances.
  • Communicate effectively verbally and in writing to audiences of various social, cultural, ethnic, educational and economic backgrounds.

Physical Demands And Working Conditions

  • Work is performed in a standard county office or courtroom environment.
  • Safely operates a variety of standard office equipment including a computer, telephone, calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
  • Clearly, concisely, and effectively communicate both in person and over the telephone.
  • Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning.
  • Speaking - expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.

Successful candidate will receive a post-offer, pre-employment background screening which may include:

  • Criminal background screening
