County Clerk and Recorder

The Office of the County Clerk focuses on keeping accurate and detailed county records. To enhance customer satisfaction, we constantly work to upgrade our document storage system, simplify public access, and improve the implementation of county licenses and permits.

Legislators have recently passed HB3878 which increases the Rental Housing Support Fee by an additional $9.00. The increase affects recording fees in all 102 counties throughout the State of Illinois and will take effect July 1, 2023.

Some of the key functions of our department include:

  • County records—general
  • Land records
  • State and federal liens
  • Payroll
  • Elections
  • Voter registration
  • Marriage licenses
  • Tax redemptions
  • Tax extensions

Please be advised that as of the first of the year, the Stephenson County Recorder's office increased the copy fee for documents that can be obtained via Tapestry. Beginning January 1, 2021, the fee for such documents is $5.00 for the first page and $2.00 for any subsequent pages. We encourage you to utilize Tapestry ( for copies of any documents recorded after July of 1992.
